Worried about CalPERS? Three new laws could protect workers, governments.

Nearly 200 Southern California retirees who lost a share of their pensions last year didn’t know their retirement income was at risk until it was too late. By the time they heard from CalPERS, their former employer had long since quit paying its bills and set up an inevitable decision for the pension fund to cut their benefits.

A new bill Gov. Jerry Brown signed last week aims to at least ensure that public workers and retirees have some time to protest if their former employer moves to break from the California Public Employees’ Retirement System in a way that would jeopardize their incomes.

CalPERS retirees are suddenly worried about their pensions. What happened?

Call it the Loyalton effect.

CalPERS’ decision in late 2016 to slash pensions for four retirees from the tiny mountain town startled the state’s public workers so much that their confidence in the $354 billion fund began to plunge to its lowest level in five years.

It showed in an annual survey conducted by the California Public Employees’ Retirement System that gauges how public employees, retirees, and local government leaders feel about the state’s largest pension system.
